## Before you build
Read, in this order:
1. The rule in contract.json that binds the thing you are touching.
2. The nearest existing sibling: a settings page copies a settings page.
3. DECISIONS.md, filtered to the area.
4. The open questions on that area. If one blocks you, stop and ask.
When 2 sources disagree, the source_policy in contract.json decides.
